I haven’t any idea of the reason for the outfits. A group dressed in Navy outfits were walking along Stephen Avenue handing out stuff, I think. You can see most of my pics this day had a lot of problem with the sunlight, creating heavy shadows and washed out bright spots.
I’ve been playing a lot with Photoshop lately. In this image, I used the "Content Aware Scaling" to make people appear closer together than they actually were. I also removed some text from the business behind them.
